There's no carburetor to adjust so I would be looking for a massive vacuum (air) leak on the intake side of the engine. If the pollution controls have been removed, look for some unplugged vacuum ports. A leaky brake canister can have a vacuum leak too. Check for lose intake manifold bolts. Sometimes you can hear a large leak.

Agree with above, look for a vacuum leak. You can also locate a leak with a tiny spritz of starting fluid around the intake with engine running, if engine surges you found the leak.
