when to replace the water pump /timing belt on an impreza 2007

Should say in your owners manual under "Specifications". But at 95k, I would say that now would be a good time. I'm going to say that you've probably exceeded the mileage by at least 10K.

Dealer spec is 105,000 miles but some people are in that 50-80 range. 105 is common practice in the forester forum and I've really not known any different. I know of people that replace the WP and reseal the oil pump or upgrade (well.. in forester land) to .. impreza oil pumps. It's been a couple years. Also, make sure you do a complete timing kit with new gears/idlers and pulley tensioner, etc. And depending on what your engine looks like at the heads, you might do head gaskets but If you start getting that far, you should do more research on the forums. It's a gamble any way you look at it...I replaced my timing belt, water pump, idlers, tensioners (don't forget to replace the thermostat like I did!) in my 05 impreza outback sport @ 150k miles and the belt looked fine - no dry rot or other signs of wear. Also, my girlfriend's timing belt (and motor) went on her 01 forester after only 30k miles on the replacement belt, so it's a paranoia crapshoot. It's an expensive job for a shop to do ($1200 or >), but you can find full kits for under $250 online - of course it took me 6 hours to install...next time it will go faster.
