The only time I have ever had a problem is at road inspection & DWI checks points. They have them every spring in my area. The first time is usually a warning.

Most police cars now have an automatic license reader that will scan your plate, run it for reported stolen. If it does not find a plate, it will alert the police person driving their car, and you will get pulled over. Even parked on a public street you are subject to receiving a ticket. Like said above, not all states require it, so if you want to feel cool, leave it off, but don't get upset if you're pulled over or get a ticket.
