Is this an issue that is easily fixed by cleaning and lubrication?
Replacing the solenoid is no big deal but I really don't want to spend money
on a new manifold. A new manifold sounds pretty extreme to me.

spoke with a mechanic at Chrysler Dodge. Friend of a friend. He said they always change the solenoid. I did this and it solved the problem instantly. No hassles with cleaning and lubrication. Did that also with not much luck. So now it is fixed and passed inspection for under $100. Easy fix
