That is the rear shock tower. It appears to have completely separated from the frame. I couldn't tell you if the shock tower itself is salvageable, it appears solid but appearances can be deceiving. A local welder will have to reattach it. Call around for prices, because you will get all sorts of quotes, low and high. Check the rest of the frame for rust, like other mounting points as well as hydraulic lines. Labor is the big cost factor here, because there is no easy way to get to this area, the welder may have to drop the rear sub frame, and it involves welding in the area of the gas tank, so that may have to be removed first. Avoid driving this, you might be able to find a local welder that can come to you and do the repair in your garage or driveway.
I had same prob, luckily fround rust free junk and bought all need parts$200 and welded self, you have to cut all the way back to good steel, worked through back luggage area where shock supports attach and removed rear tire, watch many areas sprayed with rust coating which give off fumes and burns when welded, recoat after welding
If you dont have much money your best option is to use fiberglass sheets and rezin
