changed pads and rotors in front on my cobalt now there is a scraping sound coming from
the front right wheel?

is there a wear indicator tab on it,did you over tighten the bearings?

Check between rotor and backing plate may have gotten bent when doing brakes and now is rubbing against rotor. To fix take a screwdriver and pry backing plate off of rotor.

Also tell your husband to go over the brake job again on the right side he may have mistakenly installed one of the pads the wrong way. Easy to do if you do not do brakes all the time.

CHECK THE BACK PLATE, 99% IT BENTS AND SCRATCHES AGAINST THE BRAKE DISC

And don't worry about anything being over tightened. The bearings are in no way involved in brake and rotor servicing. The bolts that are involved are either tight or not. A bent backing plate or an incorrectly installed pad are really about the only things that can go wrong and are easily corrected.
