had starter tested...good....but it wont engage the starter...what else could it be

Hold on that's a colbalt there are two recalls for your ignition. One for ignition and one for ignition switch. If these recalls have not been fixed on your car have it towed to dealership ASAP. Serious injury or death can occur if these recalls are not tended to ASAP. This is serious with your car do not drive or attempt to start it till the recalled items have been repaired. Your safety is at stake.

http://www.motortrend.com/cars/2007/chevrolet/cobalt/recalls/ -- have towed do not drive. Even if they have been done still have towed to dealer these cars have serious ignition issues.
