how do I drain the radiator on a 2007 cobalt with no petcock

My engine is overheating. It is not the thermostat, water pump, the fan, or the
head gasket. I can not find any information hoe to get the water out of the
engine

Open the radiator cap and idle the engine with the car facing up hill.

there is no radiator cap.

However, if the car is overheating why are you concerned with draining the coolant? Is the system full? Is there air trapped in the system? I would find the source of the overheating problem first if I were you.
