Why does my car die when I turn on my windshield wipers?

I got a 07 cobalt ss 2.4. Has a rebuilt title due to theft and
being wrecked. I have a issue that while I'm driving down
the road and turn the windshield wipers on, the engine
starts trying to die. Turn wipers off and all is good again.. I
also can be sitting stationary in my driveway turn the
wipers on, hit the gas and it pretty much instantly dies.

sounds like an electrical issue. Further testing is required. Have a local mechanic check it out for you.
