What Is The biggest size rim I can put on a 2007 Chevy
impala, safely without modifications

I would not go bigger than 18". Use an online tire calculator to pick new tires the same outside diameter as stock. You can probably go 10mm wider without any issues.

Be careful about the offset, or you'll need to buy spacers. They aren't cheap. Couple hundred bucks for good ones.
