Weird electrical issue

I live in Canada. It's cold. In winter months (so from Nov - Apr) I have this issue: after I start the car, everything that is electrical stops working for about 15 seconds - lights, radio, odometer, power windows, and that includes the gear shifter - as it won't let you press the button on the shifter to move out of Park. Then after 15 seconds everything is back to normal. Very odd. Happens every time without a fail. Then summer comes around and the issue goes away until next winter.

Luke, I’m in Ont.,just outside Toronto. my car (A 2010 Escape) just started doing this. Did you get yours fixed? How? Mike

Did you ever get this resolved I’m having the same issue. I’ve replaced alternator and battery. Checked every single relay and fuse, all good. Went to check the fusible link and actually read that battery charging is controlled by the PCM. I’m wondering if it has gone bad.
