07 ford focus

I have a 07 ford focus 2.3 when im at a stop or just
sitting idling for a long period of time the temp
gauge creeps over towards hot until the fan kicks
on than it goes,back toward the middle what
causes this to happen

If the fan kicks in to compensate and it returns to a normal temp it is . lets say it didn't get hot enough for the fan to kick on , what would the need of the fan be ? "Creeps over towards hot" any vehicle would after being started as most run near 200 degrees. The question is, is it near over heating or not. If is doesn't have a clogged catalytic converter, isn't low on coolant and doesn't have a blown head gasket or any other issue that would cause overheating then it is normal.
