2006 Subaru Outback 2.5i with 193,000 miles

Looking at to buy, no accidents, regular maintenance, 2016 both catalytic
converters replaced at 145,000, 2018 Timing belt replaced, steering
rack/pinion, water pump, drive belts, and valve cover gaskets all replaced,
2019 replaced front axles, driver side outer tie rod, both lower control arm
assy, radiator assy and radiator hoses, oil pan and gasket, alignment done,
2020 tires replaced at 185,000 miles, 2021 recall on airbag done, it is a
California car, asking price is $4,000 dollars, is this a good idea or bad idea?

High price. Offer less if a mechanic checks it out and there are no problems with the head gaskets or other costly things. Seems like this car has had a LOT of repairs.

I did check the car out myself and the guy was honest about his car, he said the head gasket had not been changed and I noticed the white acid looking stuff on the inside of the hood which from other sites is a sign of a failing head gasket and so I asked about any issues of leaking coolant and he replied he thought he was burning some coolant okay well in my opinion it needs a head gasket job $1500-$2000, decent car otherwise, thanks but no thanks

West Coast steed with no quarter nor rocker rot? I'd say it's a bargain if the HGs aren't weeping. The more prior repairs the better! Good luck.
