I have a 2007 Volkswagon Jetta which requires steering fluid.  Where can I get

Should be available through any parts store. Nothing magic about it and no need to buy specific fluid sold through a Volkswagon dealership. There should be a filler cap on the unit that allows you to pour in the fluid. Same one you would have to have removed to determine your fluid level is low.
