2004 Ford Explorer xtl. When the ignition is on, the 4x4 HIGH icon flashes for several times then it goes away. It does not go into 4x4 High or LOW. It is in 2WD at all times

Car is permanently in 2wd and cannot drive in the lightest snow fall. No traction whatsoever. It is worst than driving the Toyota Camry in the snow. Only the back wheels spin and the car will only flash 4x4 HIGH at times. If I try to select 4x4 AUTO or 4x4 LOW, the 4x4 HIGH icon comes on and then flashes again before disappearing.
We have checked the fuses. I think the switch on the dashboard is good. The Control Module is located in the PCM and that looks technical.
I do not know what to do,  this is just bad.

Mine did the same thing exactly. It was the rear ABS speed sensor on the real end. One bolt and a plug to change it. It is best if the vehicle is elevated. Back it up on ramps if you have some. The part was less than $50 taxes in.
