My 2004 Mercury Grand Marquis will not start

During the spring, summer and fall there is no
problem with starting my vehicle. However, near
the latter part of fall and winter my car will not start  
. I would have to keep turning the key until I hear
some sort of pump noise and then it will start

Replace the fuel pump relay, because it's cheap and easy, and they do go bad. Then put some good injector cleaner in the gas, in case the fuel pump is gummed up and stuck. If those don't work, you may have to replace the pump. Some guys on this site who have more experience than me may chime in on this.
