I have a 2003 Outback,Ej251AXEWL engine with automatic transmission. Can I swap a 2009 motor , EJ25(atomatic transmission) into it without modifing anything?

No. The newer engine is a variable cam timing engine. I would stick with a EJ251.

Don't know if the 2009 motor would fit, but there's nothing wrong with variable valve and cam timing.
The ECU in the 2003 will not operate the newer engine Mark.

Understood... I was just commenting on the variable valve timing... I like these engine designs... very efficient and responsive.
