do performance chips really work for more horse power and better MPG?

I had one in my old Ralliart Lancer..Thats what it seemed to do was a few extra hp and better gas mileage.. I had gotten it from a friend who wrecked his car, but he had gotten it from Road Race Engineering.

ROAD/RACE MOTOSPORTS is a great company for mitsubishi lancers probably the best is AMS Performance though just so you guys know

I totally forgot about them.. But does AMS do anything for the base lancer, or even just the plain ralliart or OZ? I always knew them as providing for the Evo.. Just wondering
