Start at the switch. That is where power is directed to all the circuits. If not there, start chasing the wire. Either start at the running lights and see if there are other wires that stay hot that are touching the running light wires. Nearly all the light wires go dead from the switch so that is where you need to start. There is a hot wire coming into the switch, and it stays hot. If a wire is shorting out to the hot wire, it also will remain hot. (energized)
if you press the brake and the lights come on at the rear and goes off when you release the brake, its NOT the switch
These are running lights not brake lights. It's on a truck from what I understand the question to be. I read it twice myself to make sure.
