My truck won't turn over and makes a weird electronic purring noise near speaker in the dash so what could cause that?

My truck wouldn't start so I just replaced the starter
because it really seemed like that was the issue, but now it
still won't start and a new noise is coming from the dash
somewhere near the drivers dash speaker, like a purring
and this last for about 30 seconds after turning the key in
attempt to start it.

I've checked the battery terminals/connections and they're good, battery is tested and good. In fact, there's full load/power to everything else ( ignition, lights, radio, ect.). The engine light does stay on though. I've ever had or heard this electrical purring noise until after I replaced the starter. I've even tried a reset by leaving the battery unplugged for like 10 minutes. Nothing.

It kind of seems like a starter relay issue however I've read that this make and model does not have that, but instead has a TIPM. I'm clueless. Just this early afternoon this truck was running just fine with no issues then all the sudden, it just won't start.

well lookie here....and only 3.82...contacts being welded in the on position could explain the buzzing sound and a cheap easy fix~

so I've got a new starter relay ordered and am waiting on it, so in the meantime I'm trying to find out where it's located in the truck. Nobody seems to have a diagram so any ideas where it is?

the relay box second dealiebob down the fat end on the outside...under your hood....in a relay box with latches~

for the longest time was beatin' my head over looking for "the ignition relay" on a JEEP...turns out not to be in the box, but a pig tail along the steering column......they just don't document shit like that~
