HOW OFTEN DOES 2008 REQUIRE OIL CHANGE AND TUNE UPS ?

About every 5000 miles (According to Servco Scion in Hawaii Sales Rep) + First 2 oil changes are complimentary here. =)

6 months or 5k miles which ever comes first. at most you can go up to 7.5k miles for an oil change, that's when your maintenance light will stay lit. Best thing I would recommend is to change your own oil using Mobil 1 every 6 months or 5k, it's still cheaper than going to the stealership. Cost would be about $25 to do it yourself, it's a no brainer to do it at home.
