2008 Impala SS over heating

My 2008 Impala SS is over heating. Niether fan is coming on even when the A/C is on. I replaced the relays which were discolored and one was cracked. I hard wired the fan to the battery and both fan motors are good. I disconnected the temperature sensor and still the fans do not come on.

Did you check for ground and power at the relay
