Question type: Shopping & Pricing
if I purchase a car from out of State who collects the tax and when. I live in NC we don't have sales tax on cars, just 3% highway use tax.

Give the dealer proof of where you live and you probably won't have to pay sales tax.
I would call ahead to confirm if you are car shopping out of state.
I have heard conflicting information on that question, it has come up several times. It depends on what State demands tax from where, it get's really confusing. 3% highway tax, one time at sale, is getting off cheap. In Calif the road-use tax is added in the price of gas and registration both, we pay through the nose. Do what FoR suggests, ask dealer or if private party sale call the DMV. And friendly advice, they are on to bill of sale price to avoid tax. The DMV goes by market value.
You will not have to pay tax...
the dealer write you a bill of sale, and he is not suppose to collect any taxes if the car is sold to an individual out of his state, if your State collect sales taxes, then they will use that bill of sale to determine the taxes to be collected. joemom is right.
If your state is reciprocal with the state you purchase it from you pay tax to state where purchased from Then prove to your state taxes where paid
