RPM for 75/80 mph and sitting

I feel as though the RPM at 75 to 80 mph is high.
Going 80 at 3000rpm. When I'm sitting at stop light
it sometimes goes between 500 and 1000, and
acts like it wants to cut off. What could this be and
is the RPM's normal.  It is an 08 Eclipse, GS (I think)
it's a 4cyl, stock, and automatic.

3,000 at 80 is about right. 500 rpm is too low for the idle, it should be more like 800.
