Whining noise in engine compartment

There's a loud high pitch whining noise when
the car idles, as you speed up it gets quieter,
as the rpm's drop to 1000 it gets loud again. I
feel it could be power steering, pulley,alt,ac, or
a tensioner.

try some belt dressing or wiper fluid if it stops then it's the belt , small amounts of leaking oil or coolant can cause that or if it is worn , if it's one of the pulleys that can be hard to figure which one , look for a wobble in the pulley or remove the belt and see if they all spin freely
