The right front headlamp assy. has a white powder substance on the inside of it?

This 2008 Pilot has what looks like a white power on the inside of the lens as if a bulb exploded yet all the bulbs are working you can also see small particles on the inside of the lens, it is on the right front headlamp assy. A Honga dealer claimed they have never seen this before and want $415.00 to install a new one, I would like to know why this has happened.

the filament burned up, leaving the ash in one blaze of glory~ replace the headlight...curious thing that...on my wife's 2006 prius showed the technicians disassembling the whole front end...etc, a female mechanic in San Francisco does this change-out in less than five minutes while being distracted....so, investigate for yourself...size up the job, see if you can have this done by someone who will not rip you off~!

you know there's something like 3000 hours or more expected from these bulbs...no doubt the other eye is not soon to visit with blackness soon~
