2008 Subaru replaced key assembly unable to start car

Car turns over but will not start after 4 th key turn  
security light still flashing.

Thank you for the response, I realized this has to be an issue with the anti theft system. My daughter lost her keys so this has to be a chip issue new ignition switch with new key fob. Realize no chip. Can you get just a chip ?
