Buying a 2008 outback with 165,000 miles and no receipts

I did a test drive and the car handles well. Selling price is $4,000. The car
made a scraping noise when I turned all the way to the left (90 degrees). I
heard it less so when turning right.  There was also a smokey/burnt oil odor
after I drove it. Seller says it has new brakes and catalytic converter, but he has
no receipts. Free VIN reports didn't display any maintenance. Advice?

I would suspect a head gasket seeping coolant or oil onto the exhaust. Offer less!
