tank reportedly holds 18 gallons. when empty, why does 15 gallons fill tank and fuel shus off ?

when I only have 15 or so miles "left" in fuel, my tank should only contain approx 1 gallon of fuel.  why can I not put more than 15 gallons into my reportedly 18 gallon capacity tank ??

Yes, plus it's almost impossible to get every last bit out, even with the tank off the car, there's usually still some that sloshes around in there.
