Can you identify this steering noise?

My 2008 Town and Country occasionally emits the noise that you can hear in the first
couple seconds of the video (link at botom).  It happens when backing up, when you
turn the wheel.  The wheel does not have to be fully turned for this to happen.  The
dealer can't duplicate the condition, but I seem to be able to.  The car has 70K miles,
and has done it since new, although it is getting worse.  Is this something that
eventually will need to be replaced?

The dealer actually drained and refilled the power steering fluid. It did not help at all.
