Pontiac '08 G6 key broke

Per the dealer, they have to replace the lock cylinder/ignition switch they
can't  just reprogram a new key after it's cut without a working key? Is this
correct? They want to charge $500 for this because they have to take apart
the dashboard. I did pay the dealer for the key code to cut the key. In another
persons questions you said a new key could be reprogrammed so I'm
wondering if I'm being taken advantage of.
