drivers side heat blows only hot even when turned down as low as will go

Sounds like you have a bad or malfunctioning mixing damper actuator inside the dash. The actuator seems to be the source of these problems. If the electronic actuator fails, the damper cannot modulate to take outside air or conditioned air to cool the space.

where inside the dash is the culprit hiding ? is this a job a novice could handle, or are special tools needed?
