repair options for a failed fuel vapor filter

Water has intruded into a charcol filter mounted on the tank filler tube.  Cost
of repair by the dealer is about $1,300.  Other than not treating the gas vapor,
the check engine instrument panel light stays on and the gas mileage
dropped about 10%.  Any way to fix this at a lesser cost or bypass the sensor
so my mileage goes back up?

I have ben trying to look up this part for your car, and I am not finding anything. A charcol filter and solenoid dose not cost $1300 to replace. I just did it on my car for $70. So what is it they want to do? Is there any different terminology describing what you are talking about?
