Engine lights flickering usually indicate severe engine misfires. Your relay ticking could be because of computer failure, burnt, rusted, or corroded ground from the relay or resistance in the power side to the relay. All lights on dash could be because of a computer failure, bad ground, or your instrument cluster or wiring associated. Overall I'd look into the electronics for your car not starting. Try checking the volts in the battery, look at the clean the terminal posts with a wire brush then put the cables back on snug, look at the wires to and from the relay and around your computer, look and see if your grounds are rusted or corroded from the relay and computer. .

The relay could be clicking due to a battery low in amps or be clicking because bad. The relay may cause all those other problems. Take it out and look at it. Doesnt it look warped, cracked, dirty, burnt, or melted? Maybe then buy a new one. Starter relays should be pretty cheap.
