2008 Ford Edge

None of the power ports in my Edge are working. The fuses (20 amp cartridge)
seem to be in good shape. Is there a relay or sensor that could cause this?

Note the diagram, fuse 17, not only check the fuse, check the fuse circuit for voltage, use a test light, hot all the time. This is a power distribution diagram so only voltage circuit is shown. There should be a ground, also, not shown. Could be something wrong with wiring circuit, somewhere?
