If you have a clear title, then buyer gives you cash or payment, then you both sign title in presence of a notary public (most banks have one available). If the buyer plans on driving the car home, then they'll need to acquire temporary tags or a plate, depending on what their home state law requires. It on the buyer to determine what they need to legally be allowed to drive the car, as far as tags/plates go. Your responsibility starts and ends with signing over a clear title before a notary public. Printing up and signing a Bill of Sale might also make things easier for the buyer as well.
Just to add: you should not allow a buyer to drive off with your old tags on the car. That might make things easier for the buyer, but it also makes you liable for anything they do in the car. Your tags stay with you, period. You can also contact your state's Title Bureau and inform them you have sold the car, you do not have to wait for the buyer to get around to transferring the title. Make sure to have all of the buyer's contact info.
The tags issue varies from state to state so check your DMV regulations. There should be a release of liability form available from your states DMV.
