It won't even turn over

I have a 2008 dodge charger 3.5 the water
pump seized up on it and I got a water pump
kit with the new timing belt and changed it all
out , now all the pulleys turn when I turn the
key to start it but the engine will not fire what
could my problem be?

If a vehicle gets spark at the plugs and fuel it will run . Check you are getting both . Could be PCM problem related to receiving a signal from the cam or crank sensor , bad fuel pump relay ( it should click when you turn on the ignition before you crank it ) ,could also be a bad fuel pump or fuel pressure regulator. Have someone turn on the ignition as you listen at the fuel tank. You should here the fuel pump turn on momentarily as it pressurizes. Remove a coil put a screw drive in it next to the engine to see if you see a spark when you turn over the engine .Let me know what you find .
The fuel pump is working and I am getting fire when I turn the key on to start the car it makes kind of a whining sound and all the pulleys on the timing belt are turning but it's not starting?

check the schrader valve to see you are getting fuel to the injectors. You and use a small screwdriver to insert into it to the end to see if fuel comes out when the key is in the on position. Kind of like bleeding air out of a tire from the valve stem. Usually a fuel pressure test is don from the schrader valve. When you said you were getting fire when you turn on the ignition did you remove a coil leaving the electrical connection plugged in and inserting a screwdriver inside it while it is close to the engine and then turn over the engine to see if you get an electrical spark or arc to the engine from the screwdriver? the whining sound leads me to think you may have done something wrong when installing the timing belt. When the water pump sized did the engine over heat or the timing belt brake? If the timing was not broken ... did you set the engine to DTC prior to removing the timing belt ? if so did all the timing marks line up as they should prior to removing and after installing? Did you turn the engine 360 degrees twice by hand prior to starting the car without resistance?
