How do I check the starter to know if it is not working?

Battery appears to be ok (green charge light appears) but doesn't hold a charge. Car quickly takes a jump, but won't restart, like battery is dead. How do I check for what is causing the problem?

So if you jump start it it runs? If so sounds like a dead battery issue or connection issue. First test battery for full charge. If low have it fully charged. Inspect tighten and clean all battery cables. When car is running test alternator output voltage. It should be around 14 volts.
