paint spill on carpet can a portion be replaced

Paint spilled on my upholstered carpet on one side of vehicle, can a portion be replaced.

Yes but a patch even by a professional will be visible. They can make it seamless, with special tape underneath and get a very close match

I found some articles about removing paint from carpet, but is it water-base paint..oil base or latex?

Looks like it is broken into front and rear sections for the carpet. Heres a link to some basic pricing for replace.
