My Jeep starts when it wants to, other times it will not start (will not turn over).  
Had battery, connections and starter checked (starter replaced a year ago).

It sounds like the starter selinoid is bad, if starts here and there it is on its way out and finally died ,with car OFF.... take starter conceptions and touch with metal, wrench, alagators clips whatever you can, if starter spins, then is the selinoid

Need to know a little more info. Does it make any noise when it fails like a single click, fast clicking, nothing at all? If it makes no noise at all, could be the neutral safety switch. Try moving the shifter to N or push back in Park. This safety switch will disable the starter so the card doesn't start in gear.
