Running lights sometimes work

I forgot to mention in my last question
that also my running lights have been
working sometimes and then
sometimes they don't or sometimes
they'll start working and I'll be driving
and they start going on and off on and
off on and off eventually just going off
my fog lights work and my high beams
work but the running lights do not also
there is a weird sound that every so
often comes through my back speakers
that sounds like static and I have to turn
off the back speakers to get the sound
to go away also my passenger side
mirror the knob that supposed to
change the way it looks doesn't work on
that passenger side but does work on
driver side
