I have my 2008 Porsche cab turbo advertised and in 17 days I have had 680 views. The car is priced $10K below market value and so far I have had 3 inquiries 2 from the same person offering a low ball price and another by someone asking about the title. Do you have any suggestions about how to market the car?

You could add some information in the description section, it is rather lacking. Add something personal. Tell us why you love the car and why we (potential buyers) should buy it from you. Give some specs, list recent work performed, etc.
I would try adding more info to the listing and I would also list the car on Pelican Parts car for sale since it is one of most searched sights for preowned porsches.
Price is a motivator. Yet, low price cars targets everyone, as you have experienced. The question remains; do you milk the cow? Or, does the cow give the milk? ... Give an example of why you are selling below market. House, wife, baby, another new car, etc. And, why would a Turbo owner or Porsche owner want this turbo: Clean, low miles, records, new tires, recent service, etc. Don't be afraid to tell them this is a firm price. And, ask them why they are looking at 911 Turbos. Qualify the buyer from the tire kicking, lookers. Now, you hve more control. And, yes! This is a waiting game. Eventually, the cow will give the milk. (smiling). Good luck!
