Does a missing bolt on a auto rack effect it's secureness?

A bolt broke off, one of two, on one of the auto rack and cargo carrier for a Ford
focus. The bolt is stuck in the welded base plate. Only planning on putting two
suitcases up top. Is this OK, or do I have to have it redone somehow.

Try and get it bolted back into place. There is a great deal of uplift on loads at highway speeds and you need to strap loads down securely, and not to a rack that's barely attached to the vehicle by one bolt.
