Where is the wire suppose to be hooked up too?

09 Chevy Cobalt LT - battery was dead and
recharged it but I found a wire sticking out from
under the steering wheel. A ground wire? Maybe
this is the reason the battery died. Anyone know
where to place this ground wire?

That's not factory. It looks like it's hooked up to the brake light switch or the cruise control cancel switch, if equipped. I'd make sure it's not a power wire. Check for voltage on the wire with the ignition on using a 12 volt DC test light. If there's no voltage, a ground wire can be clamped to anything metal under the dash that's not painted.
