3rd brake light stays on

I noticed in the past two mornings my daughters 3rd brake light on her 2008
Chevy Cobalt SS was lit. Nothing else was lit just the 3rd light on the spoiler.
What can cause this?

3rd light is on when the car is parked and car is not running.

The same thing is happening with my 2006 HHR! The third brake light comes on while driving, even when I'm not touching the brake and also while car is parked and turned off! Maybe removing the fuse?
