Don't really understand the question.but from what I can tell is the spark plug wire is stuck on the plug and you can't remove the clamp that fits over the plug end? Correct?

You need a spark plug boot remover if I am reading your question right.
Use a micro fine insulin syringe fill with PB blaster oil. Slowly Inject oil into plug connector.Works easy.
