My AC just went out!! It works perfect when I'm driving on
the highway but it doesn't work in town!! I had the AC
"refilled" last summer. Am I supposed to do this every
summer??

Sounds like you are not getting enough air flow across the A.C condenser coil maybe clogged with dirt and bugs causing little to no air flow clean condenser and if radiator is in front of condenser with a garden hose and nozzle.
