Anti-theft won't let car start

I have a 2009 Ford Fusion I4. I removed the
dash and cluster to do ac repairs and now
the car won't start. Tried both keys. Tried
putting the key in the on position with the
door open for ten minutes. Tried
disconnecting the battery. Nothing has
worked so far. The cluster seems like it's
not communicating with the PCM. The anti-
theft light flashes and the dealership service
wrench lights up. Any ideas?

As long as you installed the original cluster (did not change it) OR the eeprom will cause a mileage/ or other issue with the EEC, Unless you understand the CAN-BUS system have it serviced. If you're good with electronics message.. this can all be checked at the DTC pins
