TC and CC lights are auto-linked to the CEL for added visual aid and supposed safety. A BLINKING CEL indicates a chronic serious failure, so get it scanned immediately. A solid CEL is most often an innocuous PO420 or PO30x misfire PITA, but should also be scanned in case it's an O2 sensor et al. Mileage has nothing to do with it. Is it raining? Wait until dry and redrape your 4 ignition cables a bit AWAY from metal up at the ignition coil-pack by twisting the 4 boots a bit. Look for tiny white mark(s) on the cables where they may have been touching metal. Wipe dry and restart. If CEL is still FlASHING scan for code and repair before driving. I'm guessing you have TWO wet wires and the ECM just won't let it run on two funky intermittent cylinders....
