4wd Tacoma acts like parking brake is engaged when in reverse

I drive a 2009 Tacoma 4wd pick up.  When 4wd is engaged it acts like the parking brake is engaged when moving on reverse for more than a few feet.  Why does it do this?

The lack of quality control and poor engineering. Toyota is becoming the Asian GM.
